Julie Palmeri

Executive Director

Julie Palmeri, a Concord native, is the Executive Director of Concord Housing + Redevelopment. Before joining CH+R, Palmeri worked in residential property management in several states across the country, including Maryland and Hawaii, where her work received award-winning recognition. Her strong management skills and the vision to see complex projects through to completion provide her with the ability to formulate strategic plans to guide Concord’s housing and redevelopment efforts.

Julie sees a Concord with a bright future filled with tremendous potential. As the organization’s Executive Director, she stands ready to parter with companies and organizations throughout the region to bring financing, construction, renovation, and operational practices to housing and neighborhood redevelopment.

Palmeri graduated from Concord High School and Northern Arizona University. She holds multiple professional certifications, including HUD certificated Affordable Housing Manager. She is also a private pilot, having earned her pilot’s license for single-engine planes.

Tom Buckman

Tom Buckman

Facilities Director

Tom Buckman heads up Concord Housing + Redevelopment’s Special Projects group. Buckman will work on creating and fostering partnerships with government, businesses, developers and residents to identify and evaluate opportunities for CH+R. He will also play a key role in assuring that those identified opportunities turn into safe and affordable housing in the Capital City area.

Buckman has more than thirty years of experience in residential construction, project development and project management. He has worked for several construction companies building homes and apartment complexes in the Lakes Region and Concord area. He has acted as foreman on many projects, and estimates that he has built over 300 single family homes during his career. Buckman lives in Concord with his wife Crystal.

Buckman’s role on the Concord Housing + Redevelopment team is a unique opportunity to set a new standard for innovative, progressive development and management of affordable community housing and other development projects that will drive Concord’s growth. His experience, vision, and strategic acumen will ensure that every available partnership is leveraged for the community’s benefit.

Heather  Sargent

Heather Sargent

Director of Administration

Heather joined the staff in 2001 after graduating from the University of NH Summa Cum Laude and earning her bachelor’s degree in Psychology and Sociology. She is certified in Low Income Housing Tax Credit Compliance (TaCCs), Public Housing Management, and in the administration of the Housing Choice Voucher Program. She is tasked with property management across all programs in addition to supervision of the office administrative staff. She has two beautiful daughters who keep her and her partner busy with their academic and athletic endeavors.

Dawn LaClair

Director of Housing

Dawn is the Director of Housing for Concord Housing + Redevelopment and has managed numerous client programs throughout her 17 plus years. Dawn is certified as a manager in Public Housing, HCV (Section 8) Program, SEMAP certified, certified HQS inspector and a Notary Public, she currently is in the Section 8 Program. Dawn is on the Welcoming Concord Initiative Steering Committee which works to bring foreign-born and native-born together to achieve a positive integration. Dawn is a Concord native where she continues to raise her family and is proud to give back to her home city.

Jason Johnston

Director of Maintenance

Jason relocated to Concord from Rhode Island and has resided in New England for a decade. Originally from St. Louis, Missouri, he joined the Concord Housing team in the summer of 2022. With 30 years of expertise in facilities and project management as well as maintenance, Jason is eager to contribute to the ongoing success of Concord Housing and Redevelopment. He is passionate about charitable work and has been involved with Shriners International and Shriners Hospital for Children for 25 years. Jason currently resides in Northern New Hampshire with his wife and children, and in his leisure time, he enjoys gardening, beekeeping, and supporting his children in organized sports.
